Coordinator, Child-friendly Accountability

Position Summary

ChildFund Alliance seeks a motivated and experienced person to join our Secretariat team as Coordinator for Child-friendly Accountability. The Coordinator will provide technical assistance and other support for individual member country offices that are engaged in the Alliance’s Child-friendly Accountability initiative.

Child-friendly Accountability aims to empower children to hold governments and local leaders accountable to their obligations to end all violence against children, as per Sustainable Development Goal (SDG) Target 16.2: End abuse, exploitation, trafficking and all forms of violence against and torture of children. It is a rights-based approach that builds on children’s knowledge and provides them with the skills they need to take action to improve child protection in their communities.

Child-friendly Accountability is a strategic priority within ChildFund Alliance’s five-year strategic plan, Toward a Safe World for Children in which we commit to prevent violence against children, protect children from violence and exploitation and enable children to participate in decisions related to achieving the SDGs.

This is a two-year position, which is part time for the first year (60%) and full time for the second year (100%).

Children have an inherent and universal right to a life free from violence, abuse, exploitation and neglect and to survival and development. Yet today, more than one billion children – about half of the world’s children – experience violence every year (CDC). Governments are responsible for ensuring children’s right to protection against violence. All citizens, including children, must be able to hold their governments accountable to their protection obligations in the UN Convention on the Rights of the Child and its three Optional Protocols. In most parts of the world, children do not have regular access to a meaningful accountability mechanism. They have no voice, no platform and no access to recourse, and are not meaningfully engaged in decisions that affect their protection. ChildFund Alliance is committed to providing children and their communities with a safe means to participate in monitoring the performance of child protection systems and holding governments accountable.

In September 2015, the United Nations unanimously adopted Transforming Our World: The 2030 Agenda for Sustainable Development, which frames the global development agenda for the next 15 years. In collaboration with other child-focused agencies and supportive governments, ChildFund Alliance played a key role in positioning a stand-alone target on violence against children in the Agenda, namely to end abuse exploitation trafficking and all forms of violence against and torture of children (SDG Target 16.2).

The goal of Child-friendly Accountability is to engage children to hold governments and local leaders accountable to their obligations to end violence against children per SDG Target 16.2. ChildFund has developed a Methodology, Field Manual, Toolkit and web-based platform to implement the initiative and/or adapt it within its members’ country programs. The initiative was successfully pilot tested in four countries in 2017. Over the course of the next two years, ChildFund will roll out project activities in at least 10 additional countries.

In 2019, there will be an in-depth look at progress towards achieving SDG Target 16.2, culminating in the High-Level Political Forum (July and September 2019) .This is a milestone year in efforts to end violence against children, and offers an important opportunity for ChildFund to ensure that children’s voices are represented at the global level.

Core Responsibilities

Support Member Engagement

  • Provide ongoing support to member country offices involved in the initiative.
  • Develop a child-friendly training module on engagement in global advocacy.
  • Conduct an inventory of member programs with similar objectives to Child-friendly Accountability and integrate key elements of Child-friendly Accountability into existing country programs.
    • Produce advisory note for use by members
    • Convene monthly check-in meetings for all child protection specialists and program managers responsible for implementing Child-friendly Accountability.

Advocacy and Communications

  • Translate advocacy outcomes and formulate recommendations for Secretariat team: Secretary General, Advocacy & Policy Advisor, UN Representative and Child-friendly Accountability Task Force.
  • Engage with communications and advocacy teams to advise on featuring children’s voices at the UN High-Level Political Forum through either web or video and/or child participation at the UN.
  • Support production of a video for 2019 High-Level Political Forum.
  • Liaise with author of the annual progress report (for production in spring of 2019 and 2020).
  • Coordinate the development of an e-learning newsletter based on key learnings from program (2 per year).

Technical Support

  • Manage all aspects of the Child-friendly Accountability web-based platform:
  • Train new users.
    • Monitor uploading of all data.
    • Liaise with platform developer.
  • Act as liaison between technical expert and field-based projects.
  • Develop and/or revise materials.

Monitoring and Evaluation (M&E)

  • Serve as the M&E focal point for the project
  • Provide support to the M&E Specialist whose role is to:
    • develop standardized child-friendly accountability objectives for use by all country teams;
    • monitor outcomes related to amplifying children’s voices and perspectives in international forums; and
    • strengthen information management.

Partnership Cultivation

  • Maintain relationships with external organizations interested in the initiative. 

Qualifications and Skills

  • Experience with program design and implementation in diverse contexts.
  • Extensive knowledge and understanding of child-rights based approaches to programming.
  • Advanced degree in education, international development, social sciences or other related field, or equivalent experience.
  • Experience developing child-friendly tools.
  • Proven expertise in child safeguarding; knowledge of Keeping Children Safe standards.
  • Strong analytical capacity with child-friendly documentation.
  • Excellent written and spoken skills in English (knowledge of Spanish and French preferred).
  • Strong interpersonal skills.
  • Legal and personal ability to work in the USA.
